The Borno State Government has announced that thousands of repentant Boko Haram insurgents must swear an oath with the Holy Quran before they are reintegrated into their communities.
Hajiya Zuwaira Gambo, the former Commissioner for Women Affairs and Social Development, revealed that the oath is the final step of the "Borno Model" of rehabilitation, designed to deter former fighters from returning to terrorism.
Gambo emphasized that the spiritual weight of the Quran serves as a powerful psychological barrier.

She noted that while some may fear these individuals will return to the bush, "the law of the jungle" and the spiritual implications of a broken oath mean they would be "dead on arrival" socially and spiritually if they betrayed the state.
According to Qubes Magazine, the program currently faces funding challenges regarding the feeding and education of the large number of returnees.
Simultaneously, Governor Babagana Zulum has submitted seven names—including Prof. Usman Tar and Prof. Baba Mallam Gana—to the State House of Assembly for confirmation as commissioners, following the recent dissolution of the cabinet ahead of the 2027 political cycle.
