Convicted Terrorist Who Plotted to Bomb London Stock Exchange Granted UK Residency on Human Rights Grounds
A significant court judgment has revealed that Shah Rahman, a Bangladeshi national jailed for his role in an al-Qaeda-inspired plot to bomb the London Stock Exchange, has been granted leave to remain in the UK.
Despite his formal asylum claim being rejected due to his terrorism-related offenses, Rahman won a legal battle to stay based on the European Convention on Human Rights (ECHR).
Rahman was one of four extremists convicted in 2012 for preparing acts of terrorism targeting London’s financial district. After his release on license in 2017, he sought asylum.
While authorities refused the claim under the Refugee Convention, a court ruled that deporting him to Bangladesh would breach Article 3, which protects individuals from torture or degrading treatment.
The case came to light during a legal challenge involving his wife, Parveen Purbhoo, a Mauritian citizen. Purbhoo was stopped at Heathrow Airport in 2021 after immigration officers discovered jihadist-related images and videos on her mobile phone.
Although she was initially allowed entry, she was later permanently excluded from the UK by former Home Secretary Suella Braverman on national security grounds.
Evidence presented in court suggested Purbhoo was "complicit" in Rahman’s breaches of his parole requirements, which led to his recall to prison in 2022. The court ultimately dismissed Purbhoo’s appeal, ruling:
“The applicant was complicit in Mr. Rahman’s unlawful breach of notification requirements... Her willingness to place her own interests over and above legal or administrative processes is troubling and risky.”
While Rahman remains in the UK under "restricted leave," his wife has been deemed a national security risk, with judges concluding that her exclusion from the country was a proportionate measure for public safety.
