The Speaker of the House of Representatives, Tajudeen Abbas, is set to inaugurate an ad hoc committee at the National Assembly Complex in Abuja to investigate the controversial inclusion of the unestablished Presidential Foreign Investment Promotion Council (PFIPC) in the 2026 Appropriation Act.
Convened under Sections 88 and 89 of the 1999 Constitution (as amended), the panel—chaired by Representative Yusuf Gagdi—will examine how approximately ₦1.32bn in public funds was allocated to an agency that lacks any legal backing.
The parliamentary inquiry follows the arrest of Mr. Adeyemi Adeniyi, who allegedly presented himself as the Director-General of the non-existent council and orchestrated its budget placement.
However, public scrutiny has intensified following the release of the committee's official witness list, which omits both Adeniyi and the President’s Chief of Staff, Femi Gbajabiamila.

The omission comes despite reports that Adeniyi claimed to have paid ₦100m through proxies to facilitate the agency's inclusion—allegations firmly denied by both the Presidency and Gbajabiamila's office.
"From the notice of invitation, there is an obvious attempt to exempt key figures. The committee risks starting on the wrong footing if central witnesses are not questioned."
While top government officials—including the Ministers of Finance, Budget, Foreign Affairs, and Justice, alongside heads of the CBN, EFCC, and ICPC—have been summoned to submit memoranda and testify, political analysts and lawmakers warn that excluding the central figures named in the scandal threatens to compromise the credibility and independence of the House's investigation.
