The Federal Government of Nigeria has announced sweeping plans to completely abolish the policy separating Junior Secondary Schools (JSS) from Senior Secondary Schools (SSS).
The major policy shift follows alarming structural findings revealing that more than 20 million pupils nationwide fail to progress beyond the junior secondary level due to systemic bottleneck transitions within the basic education framework.
Minister of Education, Dr. Tunji Alausa, disclosed the critical decision in Abuja during the inauguration of the Universal Basic Education Commission (UBEC) Ministerial Implementation and Monitoring Committee.
He stated that the old "disarticulation policy"—which artificially forces junior and senior secondary sections to run as entirely separate institutions with different principals and administrative facilities—has severely harmed the system.

The Minister highlighted an unsustainable nationwide imbalance where Nigeria operates 80,000 public primary schools but only about 15,000 junior secondary schools, creating a critical bottleneck that leaves senior secondary schools heavily underutilized, particularly in northern states like Kaduna.
"This disarticulation policy has failed. We will phase it out. We can’t be creating positions because we want to create a director level for people while we harm our education system. It’s about doing what is best for every Nigerian child," Dr. Tunji Alausa asserted.
The Ministry of Education confirmed that the formal proposal to terminate the separation policy will be presented at the next sitting of the National Council on Education for final approval.
Additionally, a newly formed committee headed by Prof. Rashid Aderinoye has been charged with auditing and immediately opening completed, multi-million naira UBEC Smart Schools, Bilingual Schools, and Alternative Schools that have sat abandoned or under-staffed across rural communities.
