The scandal at Shanwei Zoo unraveled when guests noticed the "pandas" barking and panting, leading to the revelation that they were, in fact, dyed chow chows. 

Video evidence from a visitor showed one dog clearly panting, while another was seen walking with a distinctive curly tail. 

Initially, the zoo attempted to cover up the deception by claiming the animals were a rare breed of "panda dogs." However, it later confessed to dyeing two chow chows to mimic pandas. 

The scandal has sparked demands for refunds from outraged visitors.
