The massive spending blueprint is trending at the absolute peak of Nigerian political discourse because Rivers State Governor, Siminalayi Fubara, officially presented a whopping ₦1.854 trillion Appropriation Bill for the 2026 fiscal year. 

Formally tagged the "Budget of Resilience for Growth and Development," the massive fiscal plan represents a 24.49% increase over the adjusted 2025 budget.

What has sent shockwaves through the political landscape is not just the scale of the money, but the venue: this presentation marks Governor Fubara’s very first appearance before the Martin Amaewhule-led faction of the Rivers State House of Assembly since a bitter, multi-year political crisis fractured the state legislature back in 2023.

The detailed numbers have ignited intense policy scrutiny across digital spaces, with analysts praising the aggressive prioritisation of infrastructure. 

Out of the total ₦1.854 trillion package, Governor Fubara has earmarked a staggering ₦1.405 trillion directly for Capital Expenditure, while limiting Recurrent Expenditure to ₦413.1 billion. 

The Works and Infrastructure sector commands the lion's share of the budget with an allocation of ₦533.32 billion, closely followed by ₦315 billion for Education and ₦105.43 billion for Healthcare.
