The Senate of the Federal Republic of Nigeria is set to address a massive administrative scandal upon its Tuesday plenary resumption, confronting the controversial inclusion of a N1.3 billion allocation to a non-existent agency in the 2026 Appropriation Act.
Investigations have revealed that the fictitious entity, styled as the Presidential Foreign Intervention Promotion Council (PFIPC), successfully bypassed multiple layers of bureaucratic scrutiny through an elaborate forgery operation.
The mastermind, identified as Prince Adeniyi Adeyemi Mathew, allegedly secured physical office space at the Federal Secretariat Complex in Abuja by presenting an appointment letter featuring a falsified signature of the Chief of Staff to the President, Femi Gbajabiamila.
The physical placement within the secretariat conferred a high degree of structural legitimacy on the operation, allowing the suspect to ensnare foreign diplomatic missions, government ministries, and private investors for over a year.
"The mistake came from several areas—the House of Representatives, the Head of Service, the Budget Office. Most of them did not do due diligence.
But you see where you can’t readily blame all of them is what we call grundnorm. There is a foundation. The appointment letter was fake. It was invalid... The Chief of Staff has never appointed anyone at that level," a highly placed Presidency source explained.
The N1.3 billion backdoor allocation was quietly bundled into collective line items tied directly to the Presidency, completely evading statutory budget defense sessions before the Senate Committee on Establishment and Public Service.
The fraud was initially flagged last October by the Nigerian Investment Promotion Commission (NIPC) due to overlapping statutory mandates, prompting Gbajabiamila to alert the Department of State Services (DSS).
While Adeyemi was subsequently arraigned, he has since violated his bail conditions and remains at large. In response to the breach, civil society groups including SERAP and HEDA have issued formal Freedom of Information (FOI) requests demanding full legislative disclosures, while opposition leader Atiku Abubakar has heavily criticized the administration's structural oversight failures.
