President Bola Ahmed Tinubu has taken direct executive action by ordering a sweeping, comprehensive investigation into the activities of a fraudulent federal body operating under the title of the Presidential Foreign Intervention Promotion Council (PFIPC).
Marking the first time the President has directly intervened since the scandal broke out in the public space, Tinubu labeled the council a completely fictitious entity unknown to the administration and lacking any backing in constitutional law or executive approval.
The President handed a strict 30-day ultimatum to the Independent Corrupt Practices and Other Related Offences Commission (ICPC) to uncover how the fraudulent group successfully established an appearance of official legitimacy.
According to a statement issued by Special Adviser on Information and Strategy, Bayo Onanuga, the core suspect, Prince Adeniyi Adeyemi Matthew, falsely paraded himself as the appointed Director-General of the council.
The ICPC investigation will focus intensely on forged presidential appointment letters, the illegal facilitation of diplomatic visas using fake government identities, and the opening of multiple commercial bank accounts using falsified public documents.

The controversy has deepened due to serious institutional loopholes, as recent reviews of the 2026 Appropriation Act revealed that the non-existent council had somehow been allocated over N1.3 billion for personnel, overhead, and capital expenses.
In tandem with the anti-graft probe, the Chief of Staff to the President, Femi Gbajabiamila, has instituted a N10 billion defamation lawsuit against Matthew for spreading malicious claims linking presidency officials to the council's operations.
While the Nigeria Police Force has officially filed criminal conspiracy and forgery charges before the Federal High Court in Abuja, Matthew's current exact location remains unknown, though he recently claimed via a phone interview that he is resting in an undisclosed area to address personal health issues.
