A fierce political altercation has erupted between the ruling All Progressives Congress (APC) and the presidential candidate of the African Democratic Congress (ADC), Alhaji Atiku Abubakar, over the administration and allocation of the 2026 Service-Wide Vote (SWV).
The controversy began after the former vice president publicly accused President Bola Ahmed Tinubu's administration of setting aside funds within the statutory SWV subhead as an illegal slush fund intended to finance the ruling party’s 2027 re-election campaign.
Responding through its National Publicity Secretary, Felix Morka, the APC strongly rejected Atiku's claims, describing his statements as a combination of "disturbing ignorance of basic public finance principles" and "calculated mischief."

Morka clarified that the Service-Wide Vote is a long-established, legitimate budgetary instrument used globally to handle unexpected government-wide contingencies and statutory obligations arising after annual budget approval, rather than a secret operational account.
However, Atiku's media office, through Strategic Media Associate Olusola Sanni, stood by the opposition's position, demanding greater fiscal transparency from the Federal Government.
The APC maintained that Atiku was attempting to smear a high-performing administration by making unsubstantiated allegations without providing concrete evidence.
"A Service-Wide Vote is a long-established and widely used budgetary mechanism designed to cater for government-wide obligations and unforeseen expenditures that arise after the annual budget has been passed. It is not a secret fund or an illegal slush account, as Atiku has baselessly and recklessly alleged."
