The gubernatorial candidate of the African Democratic Congress (ADC) in Delta State, Professor Emmanuel Usiwoghene Unuafe, has officially launched a highly strategic, comprehensive 14-point development masterplan engineered to restructure the state into Africa's leading sub-national economic powerhouse between 2027 and 2035.
Unuafe, an esteemed Professor of Project Management at Arden University in Coventry, United Kingdom, unveiled the ambitious campaign manifesto alongside his designated deputy running mate, Kenneth Gbandi, under the unified structural slogan “For A New Delta.”
The academic-turned-politician argued that his incoming administration will aggressively break the state's historical over-dependence on monthly federal revenue allocations by directly rechanneling localized crude oil windfalls into massive production sectors.
"To transform Delta State into Africa’s leading sub-national economy, a globally competitive, technology-driven, industrialised and prosperous state where every citizen has the opportunity to thrive... Oil money must build farms, factories, skills, roads, ports, power, housing and digital jobs," Dr. Emmanuel Unuafe's formal campaign document detailed.
A central pillar of the ADC blueprint centers on the absolute digital transformation of public governance.
The proposed administration pledges to establish an immutable, unified digital portal supervising all public procurement, automated tax administration, land registration, and revenue collection, actively employing thousands of tech-savvy youths to manage the infrastructure.
Furthermore, the manifesto prioritizes mechanized agribusiness to drive down food inflation, the systematic upgrade of primary healthcare clinics across all electoral wards, and the construction of an expansive intra-state rail line network connecting the three core senatorial districts through strategic private-sector partnerships.
