The topic is trending rapidly because the Ministry of Education directed Vice-Chancellors to release the backlog for the Consolidated Academic Tools Allowance (CATA)—a fundamental pillar of the historic FG-ASUU 2025 Agreement signed in January 2026.
CATA was specifically established alongside a 40% basic salary review to directly subsidize research essentials, including journal publications, international conference fees, internet data, and academic materials, moving away from old, fractured welfare structures.
