To decisively crush the multi-regional infrastructure of kidnapping, banditry, and terrorism, Akinwande strongly proposed the immediate formation of "Regional Combatant Command Forces" across all six geopolitical zones.
Under this blueprint, each combatant team would integrate the military, police, DSS, and indigenous vigilantes under the operational command of a Brigadier General indigenous to that specific region.
