The Speaker of the Rivers State House of Assembly, Rt. Hon. Martin Amaewhule, has strongly criticized Governor Siminalayi Fubara for allegedly submitting the state’s 2026–2028 Medium Term Expenditure Framework (MTEF) nine months behind the statutory timeline required by regional fiscal legislation.
Despite the lengthy administrative delay, Amaewhule confirmed that the House chose to step down its regulatory grievances to formally approve the critical spending framework on Friday, noting that the decision was made strictly to preserve the economic interests of the citizens and pave the way for the incoming 2026 Budget Estimates.
According to an official statement issued by the Speaker’s Media Assistant, Martins Wachukwu, Section 10(1)(b) of the Rivers State Fiscal Responsibility Law No. 8 of 2010 mandates that the MTEF must be laid before the lawmakers in September 2025—four months prior to the start of the next fiscal year.
Amaewhule expressed deep concern that the document was only presented when the current year was already half gone.
However, after a exhaustive 24-hour scrutiny of the fiscal assumptions contained within the framework, the house voted overwhelmingly in the affirmative during a highly charged plenary session.
The legislative sitting, which marks a significant reconvening after the assembly adjourned indefinitely following its last sitting in February to screen commissioner nominees, also addressed pressing grassroot security concerns.
The House officially received an urgent public petition from the Chairman of the Obio/Akpor Local Government Council, Dr. Gift Worlu. Presented by Hon. Emilia Amadi, representing Obio/Akpor Constituency II, the petition raised alarms over an imminent security breach, active threats to human lives, destruction of real estate, and calculated attempts at a forceful takeover of properties by lawless actors, prompting the Speaker to commit to an immediate investigation.
